No you can't give juice to any diabetic patient
You can give one glass unsweetened carrot juice once in a week to your father but make sure that you give him in the afternoon Timings one or two hours before lunch not after the lunch.
If you want to give him carrot on a daily basis just try to make a salad consisting of either rwa carrot only or mixed vegetables in the lunch or mid morning snack and improve his health.
