Talk to Urologist on Swelling On The Penis

When I woke up today I experienced severe itching below the glans penis, on the shaft. A circular area is swollen. I applied Kenakomb cream and the itching is non-existent now. The swollen area is reddish, soft and feels just like normal skin. It doesn't feel like a pressurized fluid/pus filled No pain during urination or otherwise. No previous history regarding this problem. Kindly guide me what should I do now and what this can be indicative of!
