What you have described does not seem to be erectile dysfunction. It sounds like premature ejaculation.
To be realistic, most men loose their erections in few minutes of vaginal penetration.
As long as he ejaculates inside (even if it's within few seconds of penetration), it can still result in pregnancy; provided there is no problem with his sperm parameters.
This condition (early ejaculation), if it is actually present, can be treated effectively.
What do you actually mean by "few minutes"?
