There are many causes of such effusion. You didn't mention on which side
the patient is having effusion.
I need detailed patient's interview and physical examination and few tests
later on. Then I will be able to reach the final diagnosis.
So better to get your mother checked by a pulmonologist.

This effusion is non-infective may be due to cardiac, renal and hepatic cause
