Talk to Pediatrician on My 2.8 Years Old Son Testes Are Always Up

I have a question regarding my 2.8 years old boy. I notice a lot of time that his testes are not in his proper place and are always up. Although In summers I can feel both of his testes when I examine them but they are always up in his pubic areas. His scrotal area is also small. He is not circumcised. Everyone tell me that he will be fine after circumcision. Plz any pediatric tell me is this normal? I will attach pics if the doctor want to see.
