Talk to Pediatrician on Hyper Active Body And Mind , Restlessness,

Hi I have a girl of 2 years and 9 months . she is hyper active . she never sit on one place . she keeps on moving her hands while eating . sometimes throw the food and plates on the floor when she finish .she only sits calm while watching tv. she is delay in speech but only speaks few words like mama ,papa , baby, nice , waoo, hi, thank you, by , ect. she has very good eye contact. she is also good in expression. she understand but never speaks. she explains some time her needs by screaming and crying ? It hard to take her outside because she just run away anywhere and do not listen when there is car or something. main problem is hyper active.. . she only sleeps at night not in day time .we can not eat together .. she makes thing messy and mix up and never listen . My question is is this normal behaviour or something serious. like hyper active and restlessness ..??
