Talk to Pediatrician on Child Penis Size

My two year old Baby's penis penis size is very small. pix cant be uploaded. May be privacy protected or what. How can i show those pix as i want to ask whether It is circumcision defect or what? Urination normal. Sensational erection happens too. But very smaller in size. And cap ring is also not visible like attached to skin yet Or the doctor has cut it. Whats the problem? Please guide.
