High Fasting Blood Sugar And Cloudy Urine

Question

I am extremely worried about my mother.
Her age is 44.
Her HBA1C is 4.9 but her fasting blood sugar is 116 to 114 from many days but after 2 hours of eating her blood sugar is 119. She is not a diabetic. Plus she has cloudy urine from many months. Please guide about high fasting and cloudy urine. I am too much worried I have attached reports

request her to have water and small meals distributed through the day. lower her intake of red meat.
