Assalam o Alaikum
As the age is 5 months, more probably he got acute conjunctivitis and the conjunctiva and lids became swollen to some extent and the eyes have purulent discharge. Due to this swelling, the eye cannot open properly.
Other cause is congenital ptosis in which the upper lid cannot open completely due to the weakness of muscle responsible for the upward movement of upper lid, so the eye cannot open properly.
In case of acute infection, give him Ocumox eye drops 2 drops every 2 hours in both eyes.
Rocip eye ointment at night.
In case of ptosis, surgerical correction is advised later on.
