salam! The picture that I have attached below is of my brother's foot, can anybody help me to figure out what actually it is? and how it can be cure? And which medicine will be helpful for such condition?

You will have to give detailed history of the rash. History of any disease is the most important part of diagnosis. Just looking at the picture is not enough.
I would strongly suggest that you consult a Dermatologist in your area and if not accessible please visit my clinic. I am working during the lockdown.
