Keep a check on ur diabetes.
This can be superficial bacterial infection of the skin.
You definitely need to see a Dermatologist there. just make sure he is not an Arab esp Egyptian. If Indian a lot better.

Need more history, it could b due to any medicine, or insect bites and many other causes. Pls take an appointment for proper diagnosis and treatment
